Chief Executive

Philip Thomas - Interim Chief Executive
The Chief Executive is the Council's 'Head of the Paid Service' and the Council's principal policy advisor.
In the main the services provided through the Chief Executive's Department are what are known as 'Support Services'. These services support the work of services provided through other Departments direct to the public. Legal and Financial Services are good examples.
Support Services also provide the support to the work of our Councillors. Administrative Services prepare agendas and reports, attend Council, Committee and Panel meetings and prepare minutes of meetings. They ensure that procedures comply with the law and the Council's constitution.
The Monitoring Officer has personal responsibility for ensuring compliance with National and Local Codes of Conduct, investigating complaints and supporting the Council's Standards Committee.
The Corporate Policy Unit has responsibility for the preparation and monitoring of a whole range of Corporate Strategies and Plans. These include the Council's Community Strategy, the Corporate Plan and the Crime and Disorder Reduction Strategy. This unit supports the work on Best Value across the Council and supports the Council's Cabinet in their policy review and development role.
