North Shropshire Local Plan - progress to adoption

The North Shropshire Local Plan 2000-2011 was adopted by the District Council in December 2005, and the following position statement summarises the main stages of it's development.

Review of the Local Plan

The review of the previous North Shropshire Local Plan (1991-2001) began in May 1999 when an Issues Paper was prepared that contained survey information and a review of planning issues within the District. Consultations were undertaken with all the local Town and Parish Councils. The Deposit Plan was then prepared in light of the comments on the Issues Paper from the public and other interested bodies.

First Draft Plan 2001

At the first Deposit Plan stage in August 2001, people had an opportunity to make formal representations supporting or objecting to the Local Plan. Representations could only be made on alterations to policies. Where no change was proposed from the 1991-2001 Local Plan, those policies were 'saved' and not open for new debate. The Council considered all objections and representations that were made within the statutory six-week period. A summary schedule was compiled and published and there were a series of reports to Council between May 2002 and November 2002, which discussed the issues raised.

Second Draft Plan 2003

After consideration of all of the objections and representations made at the Deposit Plan stage, the Council then produced the Revised Deposit Plan in February 2003. The Revised Deposit Plan included all the changes the Council wished to make to the Deposit Plan. From February 2003 to April 2003 there was a six-week period where representations on the proposed changes could be made. These objections and representations were considered and reported to Council in July 2003. The Council then proposed further changes to the Plan. These pre-inquiry changes were advertised and the public had a chance to make further representations based on the pre-inquiry changes.

Public Local Inquiry 2003/04

The Public Inquiry commenced on 21st October 2003. The Inspector considered the representations made and anyone who wished to appear at the Inquiry had the opportunity to make representations in person. The Inquiry closed on 12th February 2004.

Inspectors Report

The Inspector's Report (available from this website) was made available to the public on 3 March 2005. The Inspector's Report considers the representations made during the Inquiry and makes recommendations for each policy. The Council considered the Inspector's Report and decided what action to take on each of the recommendations.These decisions were published in the form of Proposed Modifications to the North Shropshire Local Plan.

Proposed Modifications

The Proposed Modifications (available from this website) were published on 20 May 2005 and made available for public consultation.The Consultation period on the Proposed Modifications ran for six weeks between 20 May 2005 and 30 June 2005.The Council, in respect of the Proposed Modifications received a total of 446 duly made representations including 327 objections.

In light of the objections received the council considered the Proposed Modifications on 24 August 2005. While the Council accepted some of the proposed modifications a number of Further Proposed Modifications were put forward.

Further Proposed Modifications

The Further Proposed Modifications (available from this website) were published on the 8 September 2005.  Consultation on the Further Proposed Modifications ran for 6 weeks between 8 September and 19 October 2005.  A total of 29 duly made representations were received including 12 objections and 17 supporting representations.

The Council considered the objections made to the Further Proposed Modifications on 2 November 2005 and resolved to proceed to adopt the Local Plan and to publish a legal notice to that effect.

Notice of Intention to Adopt the Local Plan

A copy of the 'Notice of intention to adopt' the Local Plan can be downloaded from this website.  A 28 day period for the Secretary of State to intervene in the process concluded on 1 December 2005 and the Council proceeded to adopt the Plan.

Adoption of the North Shropshire Local Plan

At its meeting on Wednesday 21 December 2005, the Council resolved to adopt the North Shropshire Local Plan. A copy of the 'Notice of adoption' of the Local Plan can be downloaded from this website.

Paper copies of the Local Plan are now available for inspection and purchase (at a cost of £30 plus £4.16 to cover postage) during normal office hours at:

Extension of Saved Policies

The Planning & Compulsory Purchase Act 2004, which introduced the Local Development Framework as a replacement for Local Plans, also provided for Local Plan policies to continue to be used (saved) for a period of three years from the date of adoption of the Plan. Since the North Shropshire Local Plan was adopted on 21st December 2005, its policies were due to expire on 20th December 2008 unless Secretary of State approval was given for an extension of the 'saved' policies.
