Annual Monitoring Report (2007)

The Annual Monitoring Report is a key part of the Local Development Framework or LDF. The third Annual Monitoring Report or AMR for North Shropshire covers the period 1st April 2006 to 31st March 2007 and its purpose is two-fold:

  1. To assess the performance of the Council's planning policies and;
  2. To assess the Council's progress in implementing the timetable of planning policy preparation as shown in the North Shropshire Local Development Scheme (or LDS).

The monitoring of planning policies through the AMR helps establish what is happening on the ground in North Shropshire and what may happen in the future. Via the AMR, monitoring will play a central role in the preparation of new planning policies and proposals for the District.

Structure and content of the AMR

The North Shropshire AMR comprises the following introductory sections:

  • A spatial portrait, providing a contextual baseline for the District;
  • Consideration of the links to the Council's Vision and Priorities.

Two principal sections then follow:

1) An assessment of planning policy performance and effects

Presenting and analysing monitoring information gathered in partnership with Shropshire County Council. This provides the bulk of the document and includes for example:

  • An examination of recent and likely future rates of housebuilding, including density of completed sites and the percentage of homes on previously developed ('brownfield') sites;
  • A comparison of the number of affordable homes built and in the pipeline against targets;
  • An assessment of employment land supply;
  • A list of Conservation Area Appraisals carried out;
  • A record of how Environment Agency objections have been dealt with;
  • The amount of areas protected for their biodiversity importance found to be in favourable condition;
  • An analysis of decisions made in line with or contrary to the Council's development plan policies through the development control process.

A commentary accompanies each element of monitoring information and any potential planning policy changes are identified.

2) Consideration of Local Development Scheme (LDS) implementation

An assessment is made as to whether the timetables for preparation of the various Council planning policy documents, as outlined in the Council's LDS, are being met. A new LDS came into effect in June 2007 and takes into account the slippage seen, the Council's current planning policy resources and the performance of other comparable local planning authorities in progressing their own Local Development Frameworks. Monitoring will be carried out between April 2007 and March 2008 and a revised LDS will be reposted at the end of 2008.
