19. The new council will reflect this sense of belonging in its decision-making structures and give people a strong voice, something for which residents have called. 20. Local joint area committees of unitary and town/parish councillors will be created to make decisions locally, scrutinise council services and other public services and allocate a delegated budget. 21. Chaired by a unitary councillor, the committees will meet quarterly and give decision-making powers to local councillors from the unitary and town/parish councils - as well as representation to other significant organisations e.g. school governors, the PCT and the voluntary sector. 22. The structure will give local people the opportunity to influence strategic decision making and to contribute to place-shaping. It will give front-line councillors a key role in holding the executive to account for poorly performing services in their local area and ensuring that they are accountable to their local communities. 23. It will also enhance the already strong partnership with parish and town councils established through the Charter for Shropshire Councils, the parish planning process and the Quality Parishes.

19-23. In North Shropshire the joint area committees would be as follows: A committee covering Baschurch, Cockshutt-cum-Petton, Ellesmere Rural, Ellesmere Town, Hordley, Welshampton and Lyneal. A committee covering Clive, Grinshill, Hadnall, Loppington, Myddle and Broughton, Wem Rural and Wem Town and Whixall. A committee covering Whitchurch Rural, Whitchurch Town, and Prees. A committee covering Adderley, Cheswardine, Childs Ercall, Hinstock, Hodnet, Ightfield, Market Drayton, Moreton Say, Moreton Corbett and Lee Brockhurst, Norton in Hales, Shawbury, Stanton upon Hine Heath, Stoke upon Tern, Sutton upon Tern, Weston under Redcastle, Woore, We would like to know to what extent you support the proposal to create the four local joint area committees as described above (Q7 in the question booklet) |

24. Plans are already underway to pilot this approach in 3 or 4 areas of parished Shropshire in 2007. In addition, a neighbourhood action planning pilot is planned for the one part of the unparished county town of Shrewsbury to help facilitate this process. It is hoped that a new Town Council for Shrewsbury would be created as part of the new structures. |
